restraining order, preliminary injunction, or order vacating or staying                                                         
the operation of certain permits affecting an industrial operation to

incurred and damages suffered if the industrial operation is wrongfully                                                         
enjoined or restrained, was enrolled, signed by the President and                                                               
Secretary, Speaker and Chief Clerk and the engrossed and enrolled                                                               
copies transmitted to the Office of the Governor at 9:25 a.m.,
